Life circumstances largely determine each person's destiny irrespective of his or her personal aspirations. A good executive is shaped by life circumstances, received knowledge, healthy ambitions forcing one to strive towards something, common sense, and the ability to look at the world with one's eyes open to imbibe new impressions and learn from one's own and other people's experience. A high position imposes a huge number of constraints. One of them is the necessity to suppress the natural reactions to human meanness, dishonesty, and other bad qualities. If an executive cannot control himself, indulges in narcissism and considers only his opinion to be right - he must resign.

Russia is now encountered with the complex problem of transition to innovation development, but its solution requires creating an effective public administration system. The country has all the necessary conditions to achieve this target - rejuvenation of the public servants, positive motivation of the people who wish to work for the welfare of the state. However, the public opinion, psychological climate, and orientation towards an external career do not give an opportunity to make a full use of the public service potential.

One needs to set the task of developing among the public servants the motivation towards internal career and adequate psychological spirit. It is necessary to create a system of incentives, social guarantees, and psychological attitude towards the person who works for state and municipal agencies so that the servant would get not only the merited material remuneration but also moral satisfaction.

From Administrative Relations - to the Public Administration Reality

The government system in Russia is undergoing a process of transforming the administrative relations into the new reality of public administration. Unfortunately, this transformation follows not a path of progressive development but a more complex one. In particular, we can observe the restoration of the command-administrative system under the lee of the power vertical authorities, this system being typical for the emergency and war periods. The innovation development target cannot be achieved in Russia if this dangerous trend prevails. Therefore, one should warn the authorities from searching for simple solutions of the complex problems of public administration.

The problem of effective operation of the public administration comprises many aspects: absence of schools and traditions of managerial education, lack of clear understanding what managers the country needs, and misunderstanding of the specific character of the Russian political culture.
However, these tendencies are positive because Russia has a strong political class, and administrative competencies will be accumulated with time and experience.

Applying the terminology of the western political science does not help us understand the modern political system of Russian. The Russian state has always been a corporate society of estates; the attempts to build a democratic society in the end of the 20the century could not overcome the settled stereotypes of the Russian people's political culture.

The social status of a person in a class structure is determined by his level of consumption, in a society of estates - by the person’s relationship to the state. Every social layer has its special rights and responsibilities as regards the state; the person is practically inseparable from his status. His rights and responsibilities are determined by the respective laws.

In Russia, the society of estates is legally formalized but has not yet become life. For further development of the country it is more effective to recognize the fact of the corporate structure exists and think out a strategy in these new terms.

Civil service is a career; it is an optimally constructed path of career growth that allows the civil servants to find their place in the government structure and motivates their activity. There should be a balance of public and personal interests in the motivation of civil servants.

The most important task of administration is to reveal those national traditions that are most compatible with the modern methods and systems of administration. Most of the difficulties in the formation of market economy in our country are caused by neglecting the specific features of the Russian history and mentality.

In the Russian model of administration, the person can be forced to work neither by the moral code, nor by economic incentives, it is only administrative measures, strict chief, or external enemy that can do it. But this model addresses the past; we must create a new model more adequate to the modern conditions. To do this, one should first define the goals and tasks of the state.

In the Soviet political system professional managers were formed mainly by rich life experience and good guidance of their senior colleagues. There was no quality education for managers. In the modern conditions, the new generations of young people who come to the state and municipal service have the opportunity to get a sound theoretical background based on studying the domestic and international experience. This gives them an advantage in terms of saving time on career promotion, which the older generations did not have.

A person can develop the managerial qualities in him/herself. If a person has disposition towards leadership, s/he should be given an opportunity to develop these qualities. With this view s/he can be assigned to the position that may at first appear to be difficult and imply too much responsibility. However, if a person copes with it, s/he will go to a new, higher level of professionalism.
Theoretical knowledge is important for state and municipal servants. However, there is a large gap between the theoretical knowledge and practice of public administration. We cannot replace theoreticians by practicians, or vice versa. There is only one way: to combine them in this or that proportion.
When accepting a person to a position in municipal service, s/he should be tested is s/he has the psychological qualities allowing one to work with people, such as tolerance, sociability, etc.

The Power Is Open to Everyone
The specific features of the Khanty-Mansi Okrug allow one to create an effective public administration system. In small towns the results of the officials' work are always visible to the people, and the difficult climatic conditions make the authorities be always ready to make crucial decisions.

But to create a public administration system adequate to the Okrug conditions, one should apply serious effort, train the personnel and upgrade their competencies. It is also important that the public servants take their education seriously to repay the investments by good work, each one in his/her professional sphere.
